------------------------------------------------------ Welcome to the FRIDAY BALCAO ------------------------------------------------------ Dear Cybergaonkars on Goanet, Friday Balcao the fortnightly discussion event to be held on 11th May will focus on Voters Manifestos & Voters Consultation Meetings. The process to hold the Goa Legislative Assembly elections have begun and although the various political parties have started to declare their candidates, there is hardly any news of the Manifestos. There has been a lot of discussion in the past on the status of the voter after elections in view of the voters being left out of the decision making process. Moreso the candidates do not follow up on the Manifestos once elected and the opportunities are not available for voters to present issues to the MLA at the local level before the sessions of the Goa Legislative Assembly. In view of this prevailing scenario how can a Voters Manifesto be prepared and submitted to the respective candidates before the elections ? How can Voters Consultation Meetings be organised at the local Panchayat and Municipality level in the Constituency ? What prior preparations need to be made to enlist participation of the voters in these meetings ? How can the Panchayat & Municipal Council meetings as well as the Gram Sabhas contribute agenda points for these Consultation Meetings? The Balcao discussion will cover these questions and also evolve an agenda for action by citizens on the issue. Friday Balcao will be from 4pm to 6pm at the Goa Desc Resource Centre No.11 Liberty Apartments Feira Alta, Mapusa and is open to members of the public.
