Dears, The reports in today's [12 May, 2007] newspaers on the controversy over the use of SOUND AMPLIFICATION for the Sur-Tal programme of Rangotsav at Ana Fonte, Margao, made interesting reading. 1. The SUR-TAL [Tune- Beat] programme was about music [or noise, depending on one's disposition] with electronic amplification of SOUND using amplifiers and loudspeakers. 2. Aplification of sound is dealt by the Environmental Protection Act [EPA], the Goa Sound Rules, 2000, and the Madhya Pradesh Noise Act as extended to Goa. No one really knows which rules are enforced and when. 3. The use of amplifiers is controlled/permitted by the District Collector & Divisional Magistrate [often delegated to Deputy Collector & SDM] and enforced by the SDPO or Police Inspector concerned. 4. The area around BPS Club, Ana Fonte, Hospicio Hospital and a private hospital has been notified as a SILENCE ZONE...and use of sound amplifiers CANNOT BE PERMITTED because this has been expressly prohibited. So how was RANGOTSAV permitted to use amplifiers for the SUR-TAL? Is the former Editor of SUNAPARANT and current journalist of LOKSATTA not aware of the rules or did not have concern for the sick? If the musical fountain, the darling of Margao citizens, is also violating the rules then should not the volume/decibel level be brought to permissible levels? If sound aplification is not a problem...the Dept. of Art & Culture, the Konkani Basha Mandal, the Margao Municipal Council and others have organised on stage programmes here...than why is BPS club not allowed to use sound amplification for dances and weddings as it used to before the place was suddenly declared a Silence Zone? Why do we persist in having DUAL STANDARDS? Until the notification of the 'Silence Zone' in this area is declared as officially withdrawn, the case registered against the organisers of the SUR-TAL should be followed up to its logical conclusion and the culprits penalised as per the law in force as on date. The former Editor of a newspaper and resident of Margao cannot claim to be unaware of the rules and their implications. Cases should also be filed against the Dept. of Forest [that maintains the Ana Fonte], the Dept. of Art & Culture [that financed some of the programmes held there in the last six months] and the organisers of each of the events.
