While it delineates between a citizen and a foreigner according to Indian Citizenship Act, it is also consistent and in keeping with standard procedures for those who have obtained the Portuguese nationalities and who have surrendered their Indian passports.
In Goa, the Foreigners Regional Registration Office should be having a list of all those who have applied for visa/permit to travel abroad and thus this decision is well balance and for now, is non-discriminatory while as far as the Portuguese nationality is concerned protect those who have the Bilhete de Indentidade or the Cartão de Cidadão and those who have the Assento do Casamento as well as Assento do Nascimento. If exercises such as these are made known an adhered to, the people in general will be henceforth knowing for sure what is mean to be citizen of India or an alien. These decisions will be acceptable to one and all in Goa.
