<My test of the 'best' is a simple seven-step process of elimination. If any candidate/s getsa "Yes" to Question No.1 below, strike him/them off the list...1. COMMUNAL? Is s/he easily swayed by caste and creed?>[Valmiki Faleiro] Today's HERALD had some sort of a report card on our 40 MLAs. They were rated on the following parameters: 1. Development 2. Performance in Assembly 3. Support to Public Issues 4. Honesty and 5. Loyalty. Note that there is no explicit reference to the communal card proposed by Valmiki Faleiro. Maybe "Loyalty" is the nearest but using it would be tantamount to going by stereotypes which Faleiro rightly asks us to avoid when using this test on candidates. It may be mainly about switching parties. On a quick perusal of the HERALD report card I found that 9 of the worthies were marginal viz under 5% on each parameter. On the other hand only 4 were in double digits on at least 3 of the parameters. One other gent got a 70% (the highest of any score) on Performance in Assembly. and 40% on Loyalty (communal?). The other 26 are like the curate's egg, good in parts. All in all, we have a picture of the good, the bad and the ugly.
