Hi Cornel, I perfectly echo your sentiments, as I experienced the same early this month in Goa. I visited the 'The Corporation of the City of Panaji". and personally delivered a letter to consider the charges levied on the Apartment we bought in Caranzalem, being a Non Resident. Everytime I telephoned the Officer in charge, he happily requested me to come (I was residing in Margao) and meet him in his Office in the Evening. This went on till the day of my departure (3 May) from Goa. I had to make around three futile trips to Panjim from Margao. This went on till the day of my departure, which was then brought to my attention that I had to grease his palms to get it done. Every subsequent visit I make to Goa, I have observed that the Corruption level is on the rise. Its one of the deadly social diseases which prevents growth of a Society. (local inhabitants). Progressive leaders bring progress. Its testing time now, as whom we should vote for? The corruption in Goa is making life very difficult for those permanently resident in Goa even though most accept that there can and should be orderly and consensual development in Goa.
