BJP USURPING POWER IN GOA

India Today broke the news that Parrikar is going to be divested of his central 
portfolio as a Defence Minister of India and to be sent to Goa to become the 
Chief Minister of Goa in an attempt to grab power from the Congress who has the 
highest number of seats (17) and should be given the first preference to form 
the Government in Goa.

It does not take long to determine that the leader who has 21 supporting 
legislators wins. So the Governor can count I hope.
I am not familiar with any of Goa's elected reps other than what I read in TOI 
and Goanet.  I find it incongruous that very intelligent Goanetters who 
chronically complain about Goa's corrupt politicians are shedding tears that 
these same corrupt and inefficient politicians are not being permitted to come 
to power. 
With BJP ruling the center, Goa and Goans (and their elected representatives) 
are better-off with BJP controlling state govt. as BJP will have direct and 
easier access to the largess from Delhi. With Mr. Parrikar as CM, Goa will have 
a direct link with the many players in power.  This could be the calculation of 
the 7 legislators not linked to the two major parties who signed-on to BJP. 
Reading the press, Mr.  Parrikar has a comfortable 23 elected reps in his 
corner.  This would suggest that he did not have to pay a high price to get to 
21.   With more than the bare minimum, it is likely he is not subject to any 
individual legislator's greed and blackmail.  That should provide for executive 
stability and that in itself should make serious Goans happy.  
Am I missing something in the Goan logic?
