Panaji SDPO directed to file FIRs against Dinar, Atanasio, Jennifer NT Staff Reporter for Babush T Shirts PICS click here http://www.flickr.com/photo_zoom.gne?id=503610053&size=l Panaji, May 24 The election authorities today directed the Panaji sub-divisional police officer to file FIRs against the Panaji Congress candidate, Mr Dinar Tarcar, the Taleigao UGDP candidate, Mr Atanasio Monserrate and the St Cruz UGDP candidate, Ms Jennifer Monserrate. The FIRs against the three candidates have been asked to be filed because these candidates allegedly distributed T-shirts and caps bearing their names to people of their constituencies. According to the returning officer for Panaji, Taleigao and St Cruz, Ms Garima Gupta, distribution of T-shirts and caps amounts to influencing voters by gratification. Ms Gupta said it amounts to violation of the section 123(1)(A)(b) of the Representation of Peoples Act, 1950. She said it also amounts to violation of the model code of conduct in terms of section 171 of the Indian Penal Code. Todays action of the election authorities follows the FIR filed yesterday by the Panaji SDPO against the executive engineer of the PWD, works division VII NH, Patto, Panaji. A press release from the district election officer and North Goa collector, Mr Nikhil Kumar said that the PWD was carrying out work of hot-mixing of road from the KTC bus stand to the NH-4A by-pass junction in violation of the model code of conduct. Not only did the additional collector, Mr Swapnil Naik issue a stop-work order for this work, he also directed the SDPO Panaji to file FIR against the PWD and provide a compliance report within 12 hours. The press release from the collector said that the executive engineer, works division VII, issued the work order to a private company. The order was dated March 30, 2007 and directed to start work immediately. The stipulated date of start of work was April 14 and the stipulated date of completion was May 13, 2007. However, according to the reports received, the work was actually started on the night of May 21 in gross violation of the model code of conduct in force. Hence the additional collector issued the stop-work order immediately and also directed the SDPO Panaji to file the FIR under section 171[c] of the IPC. In addition to the above hot-mixing of the road, the additional collectors order also noted that the PWD has undertaken a number of works in different parts of Tiswaddi taluka. The works include broadening of road, repair of culverts, laying of pipeline, hot-mixing, etc. especially in Curca, Carambolim and Corlim areas. This is a clear violation of the model code of conduct in view of the ensuing general elections to the state legislative assembly, 2007, the order stated. It added, You are hereby directed to stop all freshly commenced works, i.e. works on which, work on the ground started after April 18, 2007, irrespective of the work order.
