To, All residents of Goa It is so funny that Francis de Souza our Goan Urban Minister for development has come with a novel idea just after this recent election to convert Calangute and Porvorim into Municipal areas? Reasons are not known to me. Why did he not decide earlier? Is it that Michael Lobo and Rohan have pressurized or convinced him that these areas can become Municipalities? What made him to agree? Do they have some ulterior motives. How Francis could agree this changes only in these areas and not others or he could make it in full of Goa then he is free of all the tension. He can take rest at home without doing any thing as municipalities will be a boon for the Government on development work?. Look at the dyeing Municipality of Panjim , the Mayor Surendra Furtado is crying as he does not get a single rupee fund for development of CCP, from the Parrikar Government?. Are Goans gullible and these Ministers think whatever they do is right for the welfare of Goa.? I know that Calangute belt is full of tourists and mostly the voters are non Goans and the population of Goa is negligible and to get this area elevated as Municipality you need number of Goan voters or population as per the rules. Does Francis follow this rule or just because he has a pressure from these MLA's he gets convinced?

Tourists have the residential certificates and the vote bank for Lobo and Rohan is made them to win the elections. What a disgusting affair in Goa. Let Francis make full Goa as Municipality.
