Goa sorely needs what the Western World has adopted  - Citizens reclaiming 
their own neighborhoods for Cleanliness, Safety, Order, etc.
In the USA and Canada it is called "Neighborhood Watch" Movement.  In today's 
world with cellphones and cellphone cameras, one can enforce "Law and Order" in 
real time.    For a minimum, locals can know and keep in touch with their own 
police force; and working in tandem with them make the job easy.   Neighborhood 
Watch is voluntary (non-paid) citizens trained in the art of local policing.
Success is not the challenges one faces but is defined the manner one faces the 
challenges.   
Merely writing complaints on Goanet and expecting the government to solve the 
problems is definitely not a successful approach to solving problems; and by 
now Goans should know all about its futility.

The moment I saw JoeGoaUK's coverage of the maiden trip of the Tejas Express 
from Karmali, I said to myself "almost like a normal Canadian long distance 
train". 

The next thought was "the cleanliness won't last for long". Wish I was wrong 
but I wasn't. But pulling out the LCD screens and messing up the toilets? In 
2017?

Wonder what other things Indians do when they go on overseas vacations and 
trips.
