Dear Stephen, 
The men in high office in India are are as incorrigible as the worst of them.

You did have a few good men like Sarvapalli Radhakrishnan, JPS Abdul Kalam, 
Morarji Desai, Lal Bahadur Shastri and Atal Bihari Vajpayee who earned their 
places but the rest of them were just handed over their positions for being 
yes-men or worse.

I'm not telling you what to do, but I can get the aura of you being a gentleman 
with values from the Portuguese era. You can either break your head against the 
brick walls of ineptitude in Goa or you can take your Portuguese passport or 
get one while you can and enjoy your golden years under Costa or anybody else 
in Portugal, a fine country with a low cost of living, a beautiful environment 
with good food and good wine that Salazar in his obstinacy and bull- headedness 
made available to all Goans.
