http://www.navhindtimes.com/articles.php?Story_ID=053112 Church body urges voters to seek transparency from representatives NT Staff Reporter Panaji, May 30 The Council for Social Justice and Peace has urged that for safeguarding the integral progress of Goa it was necessary that the Town and Country Planning Act 1974 be prepared afresh and promulgated on priority basis. It has also sought that the Regional Plan with perspectives for the next decade (2017) be prepared afresh, after reviewing the regional Plan for Goa 2001 indicating the deficiencies therein, taking necessary remedial steps and laying the plan on village maps in the scale of 1:10,000. The ODPs too have to be revised accordingly. The CSJP in a statement said that the hope filled citizens of Goa, awaiting the June 2007 Goa legislative assembly election results, demand from their elected representatives a better Goa where all aspects of functioning will be rooted in human values, and transparency and accountability will prevail at all levels. The CSJP also said that the Panchayat Raj Act, the Municipal Act be updated, powers devoted to these local bodies and the MLAs and other politicians refrain from interfering in their affairs as this is not their business. The required administrative work be conducted with the relevant government departments through proper channels. Projects like SEZs, IT parks, which devour prime land even of the communidades to the detriment of Goans should not be considered at all. Also that any major projects be decided by the citizens of the given area at properly convened and conducted gram sabhas, it said. It said the fast depleting ground water table be replenished by containing the 80% rain water 'run off' and effective measures to be taken at all levels to educate the citizens to conserve water. The CSJP further said, "The menace of garbage booming large both in towns and villages of Goa be effectively solved as it is a prerogative of the citizens. All violations related to road and water transport be curbed and all due facilities be made available to the citizens specially the disabled, including the aged."
