To call Parrikar a 'joker" is like hitting him below the belt. In politics, 
winning is everything. How one wins can be debatable and can be said to be 
wrongly done or not.

In India and especially in Goa, voters are interested in economic issues and 
jobs.
So some well-off Goans and retired folks can fax eloquently about quality of 
life (including pot holes, casinos and political corruption), the folks who 
vote are interested in a growth economy.
So a competing political message and political party has to offer a growth 
economy and more jobs opportunities. Anything else is "hollow thinking" on the 
part of the critics and arm-chair politicians.  Thus may be the BJP-critics 
including Congress Party who may be considered as "jokers."   Certainly that is 
the message from Goan voters.
