I don't think corruption was that prevalent in Goa even upto the early 80s.
Even from the Portuguese days, favours would be done in exchange for
a 'saguad'. One cannot say that modern society has been without corruption.

I remember my 1st job as a Junior Engineer at the Electricity Department,
in 1980, that was obtained through the Employment Exchange. That was not
the case at MPT, where a lot of Keralites were recruited and Goans shunned,
by the then Keralite Secretary at MPT, Mr. Nalinakshan. All of them were 
recruited
by him directly from Kerala and we learnt that money had changed hands.
I did get a job at MPT subsequently in 1983, without paying any money to 
anybody!

It did not take Goans too long to learn the tricks of the trade -PWD and RTO 
were
the 2 main entities that proliferated corruption. Then came the corporations 
like
EDC and Kadamba! The ministers in charge were reported to have charged money
to recruit drivers and conductors. I remember the young ministers that came
into the Government -- teachers, lawyers, trade union leaders. Some of them 
now
show their professions as farmers and businessman. How can any of the
ministers and politicians get rich without being corrupt? Look at the wealth 
that
each of the MLAs have accumulated. Show me any Goan MLA who can be termed
as not rich!

In a way corruption is encouraged by the parties in power at the Centre.
The "CBI Raids" card is only used, whenever any errant MLA does not follow 
the
party edict. Wonder if Churchill and Babush Monserrate will be under the 
radar,
after tomorrow's elections.

Perhaps, as the old saying goes "People get the government they deserve."

Latest way of making money in India and Goa-- Be somebody in the Cricket 
administration
hierarchy! And Politicians become 'able' administrators where money can be
easily siphoned off!
