Even India's glorious IPS officers, in this case Mukesh Chander the highest 
ranking police official in Goa has made a most stupid public statement that is 
worthy only of a Goa, Bihar or UP politician, not a top public servant.

"Beat repeated traffic violators with shoes" he is alleged to have said, while 
launching a traffic awareness drive.

Either the standard of IPS officers is now, like the rest of Indian bureaucracy 
seeing new lows, or the respected Mukesh Chander has become extremely 
frustrated.

If Director General Chander is being driven to hopelessness, it could be 
because of three reasons.

Traffic in Goa is becoming uncontrollable due to:
Traffic police not doing their job, instead resorting to bribes and such.
Traffic fines and penalties are no longer a deterrent.
There is constant political interference.

All these reasons are well within the control of the state's top cop. If he is 
tied down by these restraints then he is unfit for the position.

So Mr. Mukesh Chander, either resign, or transfer to give way for a better 
person, or simply do your job.
