The legacy of T N Shesan former Cabinet Secretary, Planning Commission Member and Election Commissioner of India seemed to have energized the EC staff in running Goa's latest elections in the manner of a true democracy fit to be a model for the Third World. I learn of how the election was conducted this time, from 'All and Sundry', Valmiki's column in the Herald. If only the Civil Administration in Goa were organized and enthused in the same manner. Can you imagine a Goa where politicians and bribe givers alike were investigated and prosecuted at the slightest hint of corruption. Where everyone had to wait his turn for a service. Where public servants and politicians with disproportionate assets even in their relatives' names would be subjected to the long arm and full extent of the law. Where the courts would award stiff fines to Govt personnel from a grade IV employee to a Secretary for dereliction of duty that resulted in a undue loss to the exchequer or to the citizen. Where a drunk driver would be penalized even if he were the Chief Minsters or the Chief Secretary's son. Where criminal charge sheeters would be barred from public office. Ah what a place would be Goa. And all it would take would be a few good men with a commitment to their country to make this possible.
