We had been to various authorities regarding the above project which is going
to come up soon in rural area i.e. Siolim, Porta Vaddo, Bardez, Goa-403 517 on
following:-
1. During holidays and Government holidays it is noticed that more advantage is
being taken for illegal construction activities. On 23rd June, 2017 it was
brought to the Notice of Siolim village Panchyat about this issue. We were told
handwritten letters are not accepted by the Panchyat and clear names should be
written. So we abide by their instructions and brought it to their notice but
inspite of the typed letter nothing was done and work was going on. We
requested the Owner as our old mother who is 89 years old is suffering and
requested him to leave setback as all mud was blowing by the wind. It seems he
took permission from TCP and Not Panchyat and was adamant to go ahead with the
construction of internal road. When we requested him he never bothered about
our mother and said that he has every right to do construction of internal road
and has got lot of backing from Panchyat members and it will have no problem to
that effect. We also mentioned to TCP who we think bluffed us saying he is from
TCP. So again on 28th June, 2017 inspite of the heavy down pour of rain we went
to the Panchyat to inform them about whether they issued licence, they said
that they have not issued the licence and will be having site inspection on
28th June, 2017 at 10.30 a.m. We were present at the Panchyat then we informed
them about the site inspection. Then they agreed to come over and have the site
inspection. When they reached over the site, one of the fake TCP guy came and
handed over his visiting card to the Secretary, then he questioned them whether
they have taken licence but he said that he took the licence and also informed
him about the pathetic condition of mother where all the mud was recklessly
thrown by labourers which was coming on the window. We told Secretary that he
should have left a setback from our boundary line. We told him our house in 150
years old which is mud and in case heavy vehicles and trailers come down will
it not affect the safety of our house to which he did not answer but took my
signature that we were present. There is no road safety as well as no house
safety for our old mud house which is only cement plastered outside. Then owner
spread rumours our old mud house is illegally built and everyone was gossiping
about this matter which was embrassing to all of us. He also accused us that we
are not Christians but we would like to add another issue when party was thrown
in Bank Manager's house he came for the party and in the midst of conversation
he told us that he had a wish to marry MOTHER MARY in front of his beloved
wife. This was more embrassing and we told him please dont talk such rubbish in
public or private places.
After the Site Inspection again illegal road construction was going on, again
we went to the Panchyat running from post to pillar inspite of our old age to
stop him from doing this work but VILLAGE SIOLIM MARNA Panchyat as usual told
us that Secretary/Sarpanch are busy with lots of other activites and failed to
our request. The road roller was bought but mobile nos. were out of reach and
we were told to come to VIIIAGE SIOLIM MARNA Panchyat as phone is not working,
neither they were sharing any telephone nos. which we could call them for some
unknown fear that was haunting them.
Again to our bad luck there was no power on 11th September, 2017 where PANCHYAT
told us to give again complain so they will come over site inspection which is
being neglected. We wrote to them and also again there was no SITE INSPECTION
done by them inspite of we writing letter to them. However we met Dy.
Collector, BDO and Mamladar, they realised our pleas and issued notice on 19th
October, 2017 to stop illegal construction of road. Also this was challenged by
them and work was carried on quitely.
Also the BROKER who is influential told us that a tender was issued and we did
not notice it and well connected in POLITICS plays a big hidden role in this
issue.He would give us a copy as said we will pay for the same. Also a old
toilet belonging to MUNKAR was broken and another built quickly to avoid
embrassment.Also we told the OUTPOST POLICE about the matter, they told us to
inform VILLAGE PANCHYAT.
Later yesterday we again attached copies of DY. COLLECTOR and VILLAGE PANCHYAT
about this issue. Police told us to call 100 who will direct them to go for
inspection so we called 100 nearly about 3 times during the conversation the
phone use to get cut off and all this added salt to our wounds. As work was
going on and briefly stopped and work was going on HIDE AND SEE game. Then
luckily again we called 100 and again related all the information, they told us
to go back to DY. COLLECTOR and further to go ANJUNA POLICE and they will
direct SIOLIM OUT POST to go to the site. But at 2.30 p.m. they came and
saw then they asked us about who is PANCH and we told them, it looks they are
afraid to take up the matter due to INFLUENTIAL WELLKNOWN POLITICIANS are
knowing about it and eventually may be transferred to some other remote
location.
