And whatever has been done since 1961 is patently illegal. The minister must know that the Goa Daman and Diu (Administration) Act 1962, passed by the Indian Parliament after annexation of Goa by India provides that all existing laws in Goa as on 20.12.1961 shall remain in force unless amended by the federal parliament and there is status quo on this so far. All that needs to be done to bring fallow cultivable lands under cultivation and stop encroachment is to scrap the Tenancy Act 1964 altogether and revert the lands to the respective owners, the Comunidades of Goa being the largest owner of cultivable lands that have been rendered fallow by this ill thought Tenancy Act, 1964 which was a vote bank Act created by D.
