Dear Sir/s We, citizens of Panjim, have been given little powers recently by the DGP, to inform the Traffic Cell department for any irregularities found by the vehicular traffic in the city. This was informed through the Press statement by the Director General of Police Mr. Mukesh Chander. Today, at 13:04 hrs on 21.11.2017 near M/s J.D. Fernandes a stationary shop opposite to Garcia de Orta garden a vehicle bearing GA-03-R-4887 was seen parked at Zebra crossing ( photo attached) which is just opposite the M/s Vaglo shop. This photograph is attached for information to the Traffic Cell for action and maybe it is a testing mode to them whether any penalty will be imposed for this irregularity. In this connection, the citizens have very little power to penalize them ( defaulters). Many times in Panjim either the two-wheelers ride at higher speeds especially in Campal- Miramar road upto Dona Paula above the permissible speed limits even very high speeds. Citizens are not equipped with any test equipment to read the speed as a supporting evidence in case there is an argument in the court. Also, other traffic faults such as No entry, overloading, No driving license, No documents, driving by school children etc all these are not possible for the citizens to take it up and provide photographic proofs and witnesses cannot be trusted. I have noticed many times the police traffic cops also when they see drivers committing such faults they do not catch them, either they do not have powers or not equipped with the challan books, or they are not on duty. although they are in uniform. Therefore this system may not be feasible for the citizens Panjim to take it up in full extent unlike in Delhi and other states where the system it seems is working quite satisfactorily.
