In a major blow to the tourism industry in the state, the rough weather 
accompanied by the flooding of several beaches in Goa namely Morjim, Mandrem, 
and Arambol which was a result of the effect if cyclone Ockhi was not given an 
early warning by the Indian Meteorology Department ( IMD) except for warning 
for fishermen not to venture into the seas. Also, the fact that it was spring 
tide ( solstice tide) exacerbated the effect and caused severe damage to the 
beach sharks in particular. It is known that the allotment of licenses for 
beach sharks all over Goa was done by draw of lots and the lucky ones were 
allowed to set up beach sharks. However,  now the method used for 
allotment of beach sharks is changed and is very arbitrary and lacks 
transparency. Who is going to bear the losses ìncurred to the beach sharks 
owners? Was it the duty of the IMD to issue a warning so that the sharks could 
have been temporarily dismantled thus preventing losses of this 
magnitude?  Also a
 lthough such an occurrence happened in January 2014 at Morjim and Vagator, 
still losses have been prevented of this time the local Meteorological 
department had issued a warning of likely flooding of the beaches since cyclone 
Ockhi was expected to have its impact in Goa.Could the effect of Global warming 
and subsequent climate change be the reason for the occurrence of this 
phenomenon?In future, the IMD should issue warnings to prevent loss to the 
shark owners.
