Thanks for the great listing of issues by Frederick; yet we are told it is not 
a complete list.
Yes, many of these issues are also being dealt around the world.
So how have other developed and developing regions solved many of the social 
problems?
Here is one solution and hope at-least one village in Goa can adopt it as a 
demonstration project.
This solution is used on many parts of USA, Canada and even Russia. 
NEIGHBORHOOD   WATCH   PROJECT
Any cost like communication equipment can be paid for by the diaspora Goan ( 
village association); though in the era of personal cell phones little 
additional  is likely to be needed; other that arm bands to legitimize the 
participants of the program.
Folks who participated in the meet should perhaps be the leaders of the 
movement.

We discussed some of the issues facing Goa which Frederick has summarized 
below. By his own admission it is not a complete list and one that needs 
further work. But it is a great start. Interestingly, many of the issues facing 
Goa are also being dealt with around the world. The bottom line is each person 
needs to do something to make a difference. This is the least of what we owe 
future generations.

There appears to be a strong tendency to blame governments alone for all that 
is going wrong in today's Goa.
