The decision of the Speaker of the Goa Legislative Assembly not to allow a private members' bill in the Assembly on the issue of installation of a statue of Dr. Jack de Sequeira in the Legislative Assembly Complex at Porvorim is not befitting a Speaker who should be neutral and unbiased. The equation for the passing of the resolution in the Assembly was quiet clear. Considering that the Goa Forward Party's three legislators were going to vote in favour of installation of the statue of Dr. Jack de Sequeira in the assembly the numbers said it all. There are 16 Congress MLAs, 3 GFP MLAs and Churchill Alemao who were going to vote in favour of installation of the statue which brings the total number of MLAs in favour of the resolution to 20. Since the Speaker does not have a vote except in case of a tie, it would mean that for the first time the BJP government would have lost face as also the moral right to carry on in the government. This is considering that Michael Lobo voted against the motion, which he was supposed to vote in favour of in the absence of the whip by the BJP. In such a scenario, the Speaker's decision to not allow the private members bill from being allowed is a clear case of the partisan stance of the Speaker which is illegal and undemocratic in nature. By not allowing the Bill, the Speaker has illegally shielded the ruling party from a major embarrassment as well as the possibility of a loss of majority on the issue of the installation of a statue of Dr. Jack de Sequeira. This decision of the Speaker is a totally unbecoming of a Speaker in the highest traditions of democracy and murder of democracy. Will the Speaker give reason for his not allowing this Bill from being introduced? Now what should be expected from Vijai Sardesai is to as leader of GFP to install a statue of Dr. Jack de Sequeira at Fatorda so as to keep his promise. Anyway, Churchill Alemao has already decided to have a statue of Dr. Jack de Sequeira at Benaulim. The people are waiting to follow-up this issue and each leader is being put to the test about their utterances and promises. It would here be informed that people's memory are not short and that a fitting reply will be given to those who have stayed in the way and blocked the installation of the statue of Dr, Jack de Sequeira who is the Father of the Opinion Poll as well as the Architect of Goa's identity.
