Dears, Digambar Kamat, a Congressman from Margao who did did a brief stint with the BJP between 2000 and 2005 January, is finally the Chief Minister of Goa. Unlike Pratapsingh Rane [formerly Minister for Agriculture and Forests in the Shashikala Kakodkar Govt 1975-77] and Ravi Naik [ Minister for Agriculture and PDF CM in the mid 1980s and early 1990s respectively], Digambar is not from the original LION group. The voter base of Digambar is also more cross-sectoral and cross-community, unlike the rustic vote bank of the two Lions in Congress sheepskins. Digambar took his oath in the Mother tongue of Goans, Konkani. Ravi used the neutral English language to show his neutered state in the Congress, unwilling to use his mother tongue and not risking the use of Marathi as did the Lion Sudin Dhavlikar while taking oath of secrecy. Jose Philip D'Souza, obviously took his oath in English as all noveau riche Cristaos do. Konkani is to be used by those who have not yet learnt to speak English...whatever colour it may be!!! Digambar has made the right moves. He has paid respects to Bhausaheb Bandodkar and Dotor Jack Sequeira. He has unambiguously said there is no question of revivial of the scrapped Regional Plan 2011. It is no coincidence that the Director of Panchayats, Menino D'Souza, has announced that the devolution of powers to the Panchayats with regard to Village Plans and District Plans will take place and that training will be conducted at GIRDA located at Ela Farm, Old Goa. This is a primary demand of GBA, GoaCAN, CPR, CSJP and other supporters of democratic devolution of powers to the people at the grassroots. Forget the rattle of Mr. Parrikar, who had actually cried when Digambar deserted the BJP in January 2005, and his newly adopted pariah, Adv. Aires Rodrigues. Aires will bark at any tree on which he sees a bone to pick. Congress is his current bone of contention. In 2002 it was Parrikar and the BJP. In 1999 it was the Congress. In between it was Fr. Newton. This is no sign of global warming but rather a seasonal change. When it gets hot, he shifts to Delhi or UK...somewhat in a reversal of roles with the Siberian crane that haunts nearby Chorao and Carambolim. Let us look forward to some clean efficient Government. Let us extend all the support we can to help achieve this. The Government may not last long because of its intrinsic contradictions...something that Digambar can do very little about...and Parrikar is bound to harp on. Panaji elected Goa's leader of educated masses in Manohar Parrikar while Navelim elected leader of uneducated masses in Churchill Alemao despite heavy influence of Vitamin M. Now that Churchill has created miracles Margaret Alva who called him with quaint names is all set to bestow SAINTHOOD on Churchill. Anyway three cheers to St. CHURCHILL ALEMAO. As regards Manohar Parrikar, every Goan, irrespective of which party they belong, wished Manohar Parrikar to get elected from Panaji. So much so that they did not mind electing 39 congressmen but they wanted one Manohar Parrikar to be elected. This wish of most Goans appears to be more personal appreciations of Manohar Parrikar rather than his party affiliation. Verdict 2007 reflects 50 % success rate of congress + NCP, and 42.4 % success of BJP and congress + NCP (less old cock) emerging out with thumping majority. Going by these figures general public have interpreted the verdict to be "Shown doors to communal attitudes" which appears to be true to some extent.
