A couple of years ago, Goa hosted the unique and prestigious BRICKS summit 
meeting of five heads of five major countries. I have even heard of that 
meeting referred to in later times as "the Goa communique" to events that 
transpired and decisions made at that meeting - similar to the Shanghai 
communique.
Now if you archive some of the public Goanet and newspaper correspondence by 
Goans prior to and during that period, there were articles alluding to "What 
Summit? We should be fixing our potholes" (paraphrased).
What a golden opportunity totally wasted! 
Another missed golden opportunity was the canonization of St. Jose Vaz of Goa.
Another missed golden opportunity was the homecoming of the son of Goan - now 
Primer Minister of Portugal. 
Another missed golden opportunity was the first ever elevation of a Goan to a 
very senor Cabinet post as Defense Minister.
Golden opportunities do not come every year. The challenge is: How can we be 
prepared when next one arrives?
