Here is a forward from Goanetter Carlos Peres da Costa from Recife, Brazil.

Hi Roland
Came across some of your postings on formalin in fish being used in
some cases of fish being sold in Goa.No doubt formalin is toxic and
carciogenetic.
I do not know how the FDA in Goa is testing for formalin in fish being sold in
markets. But it occurred to me that this could come as a student Science
project.
A lot of people keep fish in acquariums. How about using a part of the market
bought fish and dipping it temorarily in the acquarium and doing an LD50 test.
Of course the volume of water in the acquarium needs to be determined as it
determines the concentration.
Formaline is not sold freely in Brazil. To buy it you need
authorization from Brazilian Federal Police.
