The Goa Bachao Abhiyan or the Save Goa Campaign [NOT Party] is alive and well. The CORE GROUP of the GBA met at Caritas Hall, St. Inez-Panaji, on 14 June, 2007, to reiterate its vision and commitment to the cause of Goa. Individuals and organisations [mostly NGOs] came together on 03 December, 2006, to campaign for the revocation of the REGIONAL PLAN 2011. Over the next fortnight there were numerous meeting, often extending late into the night and even the wee hours of the next day, to formulate a common policy and demand. The three-fold demand was articulated in the MEMORANDUM dated 18 December, 2006, and signed by 6,658 persons on the very first day at the Public Meeting held at Azad Maidan, Panaji. The estimate of persons present for the meeting vary between 7,000 and 13,000 persons. Not all signed the memorandum, specially those working for Government agencies or Govt. aided institutions. The 3-fold demand was 1. revocation of the Regional Plan 2011, 2. consultation and re-formulation of the RP and 3. respect for the democratic processes , i.e. power to the people. The first part was achieved in the early part of 2007. The second part has begun and the third part is a continuous process to empower the people, beginning with the full implementation of the 73rd and 74th Amendments to the Constitution of India. The GBA is not an organisation. It is a democratic movement to empower the people, using the people's power to generate more power for the people, of the people, by the people. The GBA is only the unstructured leadership of the people. It has a Convenor and two Co-Convenors....no Presidents and Chairpersons. It is a campaign, not an organisation or political party. The GBA has succeeded so far. It will continue to succeed as long as it articulates the aspirations of its constituency...the People of Goa. The self-procaimed "leaders", with ambitions to gain personal/party benefits from the GBA, do not share our vision. What they see is an apparition.'
