  Sir,
     This is a clear case of Justice delayed. I have not been able to vote, so 
justice  is denied, as now  it cannot be given! At least my clear cut matter 
(reported to all authorities, 2 months before Panchayat Elections) can be 
investigated, errors rectified and it be ensured that all the CECs work is not 
nullified by incompetent/ vested interests  bureaucratic procedures and 
personnel, causing a lot of hardship to the citizen WITH IMPUNITY..There also 
appears to be a lot of hanky panky. Since I write in the papers ,am on the net, 
and also am President of The Porvorim  Citizens Action Forum, on feedback ,I 
notice plenty of migrant labour have been given EPIC cards and I  see names of 
goans and more so Christians  summarily removed from the voters list. 
Procedures for getting name back on the list are tedious and cumbersome for 
them, easy for migrant labour! This has created lot of resentment, and loss of 
faith in free and fair elections!
  Could the CEO ask  by Advertisement  directly to all resident citizens, whose 
names were removed from the Electoral rolls , not being outstation and also 
after filling form six?   The  vast numbers may surprise you. The bureaucratic 
feedback/cover up will also get exposed directly from citizens .Surely could 
have been done on taking of Census and preparing of Rolls by cross checking 
with Panchayat/Municipality?
  Could I please expect a reply from the CEC, as this is a serious matter, and 
I am determined to see it to its logical conclusion.I have fought for my 
country and it shames me that I have to fight  the authorities for  my  normal 
Constitutional right.

                                                  NAME NOT ON ELECTORAL ROLL
   
                          In January 2007, I came to know that my name was 
removed/did not figure on the new electoral roll. This was first time removal, 
inspite of my being a resident and holding an EPIC card dated 1.1.95!  In fact 
I hold two cards. My age was wrongly marked as 27, instead of 57,and my fathers 
name Charlis instead of Charles. I filled the necessary forms/ procedures at 
Mamlatdars office for correction. I was surprised to receive the second card 
without correction! There is such a lot of bureaucratic incompetence and mess.
  I did not want to have to run around again for correction.  Besides I am a 
senior citizen and there is no fault of my own, to the best of my knowledge and 
belief. Why should public suffer loss of time, energy, money for government 
goof ups? This time I insist there must be consequences/punishment for 
government negligence and procedures not conducive to good administration. I 
attended the Gram sabha on 26th Jan07, and informed the Sarpanch. Since there 
was no action forthcoming, I filled form six at Mapusa, assisted by and 
personally received and signed by the Mamlatdar on 26/2/07.  (We are both 
educated and gazetted officers) I also complained to the Goa State Election 
Commissioner, and his letter to you, 3/42/2007-Sec/135 dated 25/4/07 refers. I 
also visited your office personally, sent E-mail reminders. Incidentally, It is 
a shame that CEC Gopalaswami, promptly acknowledged all my E mails, but I got 
none from CEO or GSEC whose E mail address given on the letterhead is
 even wrong! 
  To my great surprise, two months after I fill form 6,my name did not feature 
on the rolls for Panchayat Elections on 5/5/07. Neither did it feature for the 
Assembly Elections, held on 2/6/07. I had to make many trips to CEO and 
Mamlatdar office to find out only a few days before elections, when the 
supplementary list was issued, that form was rejected without application of 
mind, as said columns not required to be filled in my case, as instructed 
personally by the Mamlatdar .
                          It is obvious there is something seriously wrong with 
the Administration. Request action: 1) Quick investigation and punishment for 
crime of denying a resident senior citizen his franchise, FOR NO FAULT OF HIS 
OWN.  2) Systems put in place so this sort of thing does not happen again, and 
can be corrected quickly on default. 3) My name be included in the Electoral 
Roll. 4) EPIC card is corrected and given to me without me having to run around 
again!

  I visited The CEO Mr Negi,  appointed now  also as Comissioner and Secretary 
Finance   at Secretariat Porvorim. He tells me there are only two cases, mine 
and Rajan Narayan of Goan Observer! Besides this, I have also filed for 
information  about election procedures and  other specific details under RTI. 
Thousands of goans are not on the rolls/ have not been permitted to vote and 
they are sitting quiet . We deserve what we get.............JEG
