Goa IT Professionals (GITP) is deeply aggrieved about the sidelining of
highly eligible Goan companies with proven track records while allocating
Government contracts. The worrisome trend which was predominant in the
Software and Web Development arena has now percolated into the ESDM sector.
We strongly condemn the act of the *Health Department* of giving undue
preference to certain companies, more specifically outsider companies when
similar technologies are offered by equal or more competent Goan companies.

The case in question here is of Kallows Engineering India, a Ponda-based
ISO13485:2016 certified medical devices manufacturing Company having a US
patent.
As technology partner for the STEMI India program Kallows has deployed 750
tele-ECG machines across the country including Apollo Hospitals, Narayana
Hrudayalaya, and government hospitals in Telangana. This competent Goan
company with proven track record was sidelined while awarding contract for
the medical devices under the STEMI(segment elevation myocardial infraction
) project  which was recently launched by the Goa Medical College(GMC) and
Hospital *on the basis of some mundane paper work*. The final contract was
awarded to a Bangalore based company which did not even submit the bid for
the STEMI equipment tender floated  by the government. Besides several
advantages, the difference in quality is such that while the Kallows
product captures data from 12 channels simultaneously while the product
chosen by the govt captures 4 channels at a time. Also, the price of
Kallows' product is lower than the government's choice.

Incidentally, Kallows Engineering India was awarded the Chief Minister’s
Award for Best Technology Startup for its work in advanced mobile health
care. Moreover, this highly reputed company has also been giving
gainful *employment
to significant number of Goan youth* for the past several years.

Local companies offer an important advantage as they are locally accessible
to the state government and do not vanish like most of the companies from
outside the state. Appeals are made by MLAs to the Goan youth to be
self-employed. The government has been issuing registration certificates to
startups under the IT and Startup Policies. What will genuinely matter to
the local startup ecosystem is inclusion in government projects and a
positive boost in terms of funding and handholding and not mere
certificates and promises.

We urge the Goa government, especially the *Department of IT,* to take
cognizance of this discrimination and initiate corrective actions at the
earliest. This will not only help restore faith of the Goan business
community in the transparent working of the government but also build
confidence amongst competent Goan entrepreneurs that no injustice will be
meted out to them at any point in time.
