ENCOURAGING FAKE GOANS Let me describe an incident taken place in our SBI Dona Paula bank which has opened my eye. My maid wanted to open a new Savings account to her husband who just got a job at the Raj Bhavan and the passbook was essential for his salary remittance. I told her to carry all the relevant documents such as Aadhar Card, Voter Card, Birth Certificate or Pan Card and domicile certificate. Only she did not have the Pan Card. I told her she may need 2 witnesses and two photos and a form to be filled. The bank employee fired her why she did not bring her husband along. She could have been nice to her and told all the requirements. My maid who is illiterate did not answer her anything and came out of the bank and called me on my mobile. You see these poor people especially from Aivao village have no job but still they are been harassed for such simple things.When I came to the Bank I ask this bank employee why did she not help her. It seems now you dont need witnesses, nor filling up any form but only the presence of the person is essential to open the new account with 2 photos and Aadhar Card or Pan Card. Everything is now computerised. I told that her husband has all kind of cards except the Pan Card as he never worked anywhere and has no income. My question is why the Goverment removed witnesses and filling up the form? The clerk also told me my presence is not required nor any witness. I find that this new system one can open account easily after getting illegal cards from outside this state on heavy payment. I came across recently a person managed to get a birth certificate although the person was not born in GOA and did a Portuguese passport and went abroad. The old system having witnesses plus ID residential proof and domicile certificate should have been continued, otherwise bogus people keep on coming to Goa with illegal passbook accounts, driving licences and everything and thus our state is crowding with migrants, lamanis and all kind of people without proper identification. I feel this new system is having loopholes. If anybody wants any certificate one can go to other states and get them easily with a lump sum payment. Goverment should scrutinise and verify the documentation and punish the defaulters.
