Hon Rohan Khaunte,

Cabinet Minister and our MLA

Porvorim.

                        Sir,

UNCOORDINATED DIGGING

There is continuous digging these days going on in our colony causing us senior
citizens hardship and even danger due uncoordinated and callous supervision!
All services are laid together/one on top of the other. Consequently digging
for laying sewage lines, water lines, Telephone cables, electricity cables etc
each time damages one or all other services! This is happening again and again
and is just not acceptable way of working? Besides it is dangerous as these
services can get mixed up and cause immense damages besides inconvenience and
financial losses. The Departments too have to painstakingly repair damages and
we all suffer! This has to stop once and for all?

2. Suggest the following be urgently and lawfully be implemented:

a) No digging is done in Defense Colony without intimating SCHBS office first.

b) Every house affected must be intimated by the supervisor and local
conditions feedback obtained so people are prepared, know what to expect and
for how long, and what alternative arrangements can be made. Also connections
of services are mapped and known to operators so drainage and other services
are left intact/undamaged as far as possible. Due caution is then easy.

c) Inter department coordination is the need of the hour. Diagrams of different
services location must be available/ painstakingly drawn and updated! These
must be made available to those at site/ all concerned. There must be
transparency and accountability, which is now sorely lacking

3. Perhaps this will require cabinet action and laws which mandates deterrent
punishment for non compliance, unnecessary damage and much inconvenience to the
citizens.
