Let us hope that the Chief Minister will assign at least four clear hours so 
that the citizens of Panaji can effectively deliberate on such a crucial issue 
of transforming a sinking Panaji into a Smart City.

They should also consider the inputs of the newly elected MLA
Babush Monseratte, the Mayor Uday Madkaikar and at least the three candidates 
who contested the recent by-polls to the Panaji Assembly Constituency Subhash 
Velingkar, Valmiki Naik not forgetting Sidharth Kunkalienkar for whom that 
Smart City concept was over the last few years clearly a vehicle for total 
personal enrichment.  Let us also be enlightened by Utpal Parrikar who has 
suddenly woken up claiming that he has a Vision and Road Map for Panaji.

How many Smart Cites have the above people planned or involved in development?  
Which of them meet the criteria of "GOOD GOAN PLANNERS"?
Reading Goanet posts from local individuals and media, the only skill Goan 
politicians have demonstrated is lining their pockets.  
How about inviting some real consultants and seeking their presentations, views 
and time-line for progress with cost containment and penalties for over-budget?
Perhaps a retired municipal commissioner of the city of Mumbai or Bangalore or 
a city planner would be a valuable asset.  A expat Goan (in India or abroad) 
may volunteer their services gratis, as a legacy to their beloved Goa.
