Every industry (tourism in this case) needs to be actively managed.  That is 
what tourists (consumers) pay for / should pay for and expect some law and 
order.  This management is also important for the tourist-destination's own 
long-term growth and prosperity; for the satisfaction of the tourists and the 
local population.
What does it take for  a clean-up crew to clean-up a popular beach every 
morning, just like the same happens in any downtown.  What does it take to 
organize proper and safe modes of transportation?
View the pictures of a beach in Southern Italy and see the orderly lounge 
chairs on the beach.  Yes make money renting them and hiring workers to 
maintain them.  Let us learn from successful tourist destinations like the 
Bahamas or Hawaii to mention a few.
 The local community benefits immensely from the "tourist economy" in jobs and 
taxes.  The local community owes something back to the tourists beyond what 
nature provides.  That is the take-home message for the tourist destination 
like Goa.  One just cannot "milk" nature without putting back some efforts to 
support and replenish nature.
