SMART City should have an authority to approve the work under the Chairmanship of present MLA of Panjim Shri Atanasio (Babush) Monserrate with Mayor as Vice-Chairman and an engineer from GSIDC as Convener with a reputed engineer and architect as members along with other ex-officio members from the Government and GSIDC. Technical wing of all department such as GSIDC, CCP, PWD and Electricity department must come under one umbrella and no duplication of work be allowed so that finance is kept under control for the wastage of expenditure on salaries and other infrastructures expenses. 2. The board or Authority will approve all works in principle, the specifications, and tenders and pass the bill for payment, thus reducing chances of corruption, if any. 3. Under the above set up, another department must be formed like PWD to look after the works of ( underground pipelines for water, sewage, electricity, telephones, etc ) Health, Transport, Garbage Management , forest, etc and should be responsible to the Chairman and MLA of Panjim of the Smart City mission. 4. WEBSITE should lists out all the works being planned, with tenders awarded and update progress every 3 months or so,. 5. All religious structures which are obstructing the traffic flow to the residents of Panaji must be demolished under the guidelines of Supreme Court. ( Collector must take this responsibility). 6. Casinos must go out from River Mandovi and Home department must give local MLA its support. 7. Schools, Petrol pumps, Military installations/buildings, Garages repair shops must go away from the city limits. 8. STP plant at St Inez should not allow sewage tankers from outside jurisdiction of Panjim to use this plant, including of Casinos ( to be monitored by Goa State pollution control board ( GSPCB) for overflowing its STP plant. St Inez and Ourem creek should be given top priority and see that no discharge is going to the river Mandovi and both the creeks must be cleaned up and migrants houses be removed. The high rise buildings in this vicinity must be inspected for the sewage connectivity. 9. Gutters and stormwater drains for all over the city must have revised plans and redraft in the new cadastral mapping. Especially all gutters must have a proper and similar design so that no water bottle, glass pieces and garbage enter into these opening slots and old one's gutters must be discarded. . 10. Road asphalting should be mandatory with a supervisor from the government as well as from contractor on duty to maintain at high international standards. 11. City parking and road traffic lights must be entrusted to the Traffic Cell department under CCP control. 12. Miramar Beach must be thoroughly cleaned up for pollution and environment, mangroves and HT tides lines and no construction should be allowed into these areas and Captain of Ports should be made responsible including the navigation hazards in the river channel except for the pleasure trips cruises for tourism and ferry boats. No entertainment or any games should be allowed on the beach. 13. Sharada Mandir overhead bridge must be dismantled immediately. 14. Stray dogs and cattle to be kept away from the city limits. 15. Unhygienic ghadas food sold must be periodically checked by FDA including adulterated drinking water and licenses should be canceled if found not following the rules. 16. THE REGULAR whitewashing of the building must be carried out for beautification. 17. All benches in the garden around Panaji to be repaired. More sit outs along 18th June road, Dona Paula, Caranzalem, gardens and all over the city wherever place is available. All inner roads to be repaired on a priority basis. 18. Old rotten vehicles including old dilapidated buildings must be raise with due approval from competent authority. 19. Fines should be imposed to all defaulters and house taxes payment must be well regulated with garbage door to door collection. 20. High rise buildings approved by PDA and Town and Country planning dept must go to a revised approval is found no proper size of the access road is available, the project must be reviewed. All illegal buildings which are under construction in the city and Panchayats and they are not being approved by the competent authority must be demolished/raised.
