TRAFFIC HAZARDS AND NEW MV ACT
Whilst welcoming the many positive aspects, the sudden implementation of the 
heavy fines on the hapless citizen is unfair because the infrastructure does 
not help even the law abiding harassed citizens going through tough financial 
situation due economic slowdown,loss of jobs and other problems to comply.Time 
flies and without due reminders coming, many forget to renew one or other 
liscence in time. The rich can send their drivers/arrange things, not so the 
poor, senior citizens and other workers!. The government is aware of the road 
conditions, monsoon havoc and what the citizen suffers commuting daily. In fact 
this cannot be one way ie penalize the citizen and no sweat for government by 
denying reciprocal heavy compensation to public for negligence and poor 
administration, no excuses! For example IRC  detailed guidelines provides 
framework for placement and maintenance of speedbreakers not followed! The 
sineages and even markings like stop line, zebra crosings and so on at traffic 
lights are not there/faded. The DM can call for report from PWD, fix 
responsibility and recommend disciplinary action, not done. Many PUC stations 
have been shut down and few are aware of a convenient alternative station 
nearby to do the needful etc. I must congratulate the Goa government and 
especially the CM for sensibly giving time for all to study, do the needful and 
only then implement the law strictly. It gives us the feeling this is our 
government that cares for us.and wants to be fair to help rather than bully and 
terrorise both good and bad citizens with the same yardstick.
