Unfortunately I have to take this news with a very big grain of salt.  A few 
months ago in the news it was declared that Goa was anODF (Open Defecation 
Free) state.  Yeah, those of us who live in villages,d see colonies of 
out-of-state  workers living in huts, trotting to the nearby wooded areas with 
their bottles of water, to answer natures call.
While I must laud the agencies or NGOs who roam through the villages to capture 
and innoculate against rabies, the legions ofstray dogs  that populate the 
villages of Goa, we can often see several very smart dogs who escape the 
dragnet and avoid being innoculated. I am sure that the incidence of rabies has 
declined, but to claim total eradication of rabies is a little far fetched.
