Thanks to the alleged fake degree of Goa Deputy Speaker Isidore Fernandes’s son Raymond having surfaced many people have for the first time heard of Awal Karkun (AK). The post of AK is higher than an Upper Division Clerk with the next promotion being Mamlatdar.
On 24.1.2019 the North Goa Collectorate commenced accepting applications for 16 posts of Awal Karkun that were advertised. A total of 6580 candidates applied for the post by 17th February 2019 which was the last day to apply. 4416 candidates appeared for the preliminary test which was held on 25.8.2019 at which 173 were shortlisted. The written test was held on 18.1.2020 at which 16 were selected including Raymond Fernandes who had submitted documents claiming that he had done his Higher Secondary and Bachelor of Arts from Lucknow based Bhartiya Shiksha Parishad. Interestingly Raymond Fernandes did not meet the essential qualification of minimum six months duration in Computers, so action must be taken against against officers responsible for not discarding the application of Raymond Fernandes at the scrutiny stage itself. The North Goa Collector on 26th February asked the Registrar of Goa University to verify whether the degree and computer certificates submitted by Raymond Fernandes were genuine. The Registrar of the Goa University in his reply on 9th of this month informed the North Goa Collector that the BA degree from Bhartiya Shiksha Parishad submitted by Raymond Fernandes for the post of Awal Karkun was from a fake University. The Registrar of the Goa University also drew the attention of the North Goa Collector that the University Grants Commission by a notification dated 30th June 2016 had notified the list of fake universities which included the Bhartiya Shiksha Parishad. The Registrar also sent the Collector a copy of the judgment of the Madras High Court delivered on 22nd September 2017 and that of the Calcutta High Court pronounced on June 19th 2018 holding that the Bhartiya Shiksha Parishad was a fake University while pointing out that as far as the Computer certificates submitted by Raymond Fernandes, the Goa University has not granted any equivalence to the computer courses. There is rightly a public perception that the recruitment to government jobs is a mere farce with politicians having already selected their candidates even before the interview or written tests are conducted. This is reinforced if one seeks the lack of transparency in the selection of these 16 to the post of Awal Karkun. It is for sure that with the alleged fake degree Raymond Fernandes will have to look for another job, but it would be proper for the government to scrap this entire recruitment and start the process afresh so that the best and brightest are selected in a very transparent manner to the post of Awal Karkun. I am sure that our Chief Secretary Mr. Pariman Rai and the North Goa Collector Mrs. R.Menaka will take the right call on this issue without being swayed by political pulls and pressures.
