Joe Biden cannot function as a Catholic President because he is a president for all Americans.
Therefore his Catholic faith has to be confined to his private rather than public life. That does not stop him from using any of his faith’s moral codes and habits (definitely not anti abortion or anti gay) useful for the general good, into his presidential personality. Just as Catholics generally who do not follow all the Commandments remain Catholics nevertheless.
