FN , reference  information in the link  is regarding the last 24 hours as the 
EU including Portugal  is clearly "over" the second wave.
It is too early to arrive at solid conclusions, as this virus keeps mutating 
and no one can predict how infectious or deadly the new variants will be. 
Nobody predicted or was prepared to deal with the new deadly variant currently 
raging in India and in Goa. If this variant spreads to the EU things could 
change quickly.
Based on currently available data Portugal has so far experienced 1663 deaths 
per Million people while as Goa has seen 565 deaths per million people.
