The Tamil Nadu explanation sounds plausible except that in Goa: 1. It was recognized that the oxygen ran out because they were short supplied in the first place.
2. No other hospitals except Bambolim experienced this. 3. More intensive night monitoring is not going to happen because already doctors and other medical personnel are overworked and exhausted to the bone.
