It is Antonio Costa (not Antonia which is supposed to be female).
Anyway, Goanet has received extensive articles about him in the past.

Antonio Costa was until very recently number 2 in the present Portuguese
Government (as Interior Minister). He resigned a few months ago to apply for
the job of Mayor of Lisbon (personally I cannot understand why he exchanged
his "number 2 in the Government" Minister's job for a Mayor of Lisbon job,
but he must have his own reasons...)

Anyway, it is predicted that he will indeed be elected Mayor of Lisbon
tomorrow, Sunday 15 July 2007.
