I just realised that in my post on the subject the reason for Goa's high rating may not be self evident. The short explanation could be that the term "political and social stability" covers a lot of ground between the narrow band of "utopia" at one end and the perhaps equally narrow strip of perpetual political and social strife. There may be a felt need for a more discriminating analytical apparatus for the vast middle ground which Goa probably occupies. We need facts not biases of one kind or another.
