Response, I am fully agree with you Mr. Colaco. There were frauds done by non-Goans to obtain the Portuguese Citizenship and they are enjoying in Portugal. Our question is that the Consulate of Goa checked the papers, done final identification and got the CR number and now they do not reply at all. I feel that the Consulate should do something to the genuine applicants. If someone raise this issue to the Authority in Portugal it will surely sort the problem and do the needful. Please help the Goans and their wish should be fulfilled. Regards,
Mario Vicente Santos Pereira, Shashikant wrote (and I have placed it in point format) - My answers follow his post. 1)Why has the portuguese government not obtain the records of Birth,marriage, death from the respective registrars of Goa, daman & diu and all these years ridiculously wasted in allegations. 2)One cannot consider fraud or fabricated documents as an excuse for delay and 2b) it is the duty of the portuguese governement to see that No geniune applicant should suffer. 3) If the records are send for re-verification then it is the duty of the consulate authorities to co-ordinate and liaise with the registrar for the same. 4)Anyone approaching the portuguese consulate is never given the true and correct advice, No PRO, no helpdesk, emails unanswered and confirm replies are never given. 4b) Also there is no separate division formed by the portuguese authorities at Lisboa where an individual can express their grievences and directly communicate incase there is no adequate response from the consulate. 4c) We all know that all the foreign consulate's are very meticulous and have a well to do system but this is not the case with portugal. 5)There have been even cases that despite being the original document produced, the consulate ask for more documents and it is always not possible to have all the documents for anybody. 5b) Any articles posted by any journalist should not defer goans in lisboa to help geniune people. 5c)I hence feel the necessity to seriously bring this matter to the portuguese ministry as it is high time. --jc's comments-- re the above - I will try get these points across. I believe Paulo has already answered some other queries quite well. re 1: Have no clue what Shashikant means by that sentence - hence will SKIP the query re 2: Once fraud occurs, trust fails and all kinds of barriers come up; some of them as excuses, others as part of due diligence. Now that a Portuguese passport affords automatic right to enter, look for work and work in the EU (accompanying spouse of any nationality having similar privileges) - Portugal must do its due diligence (which in civil service terms could mean... IF the chaps from any place are known to produce bogus documents - why bother at all) re 2b: According to which law does the Portuguese Govt have a DUTY towards those who apply for nationality? And HOW does Portugal know which applicant is 'genuine' and which is bogus? As far as Portugal is concerned, it might well be that the thinking is that - MOST of the genuine ones from Goa have already been registered. Most of the rest are merely opportunists. No Sweat. re 3: I submit that you either do not know the meaning of the word "duty", or you do not understand the limitations under which consulates and their officials work in a foreign country. re 4: This point is essentially true for the Goa consulate...though an on line system has been in place for purposes of info. BTW: I have observed no such problem with consulates in Miami, DC or NY. If anything, they are extremely helpful. re 4b: I wonder.. Under which budgetary (or other) mandate, can or should the Portuguese Govt set up a "division" to address the grievances of applicants from a place which is notorious for fake certificates. Perhaps, Shashikant will advise us of another country which does the same. As far as email queries are concerned, my personal experience is that the Conservatoria does respond quite promptly to queries...but in Portuguese. re 4c: perhaps Shashikant will tell us which nation's consulate is "meticulous" with regard to citizenship applications from Goa etc ....and on what basis he says that. re 5: The consulate needs to do all it has to do to ensure that the applicant is NOT bogus. re 5b: regret to inform you that Goans in Lisbon are under NO obligation to help those who did not help themselves. Furthermore, I personally would not help anyone who has not yet cared enough to tell us his full name. re 5c: Strongly recommend that you do not hold your breath for that to happen jc
