Language issues are not too well understood in Goa itself... but these affect everyone here, including the diaspora... when it comes to inclusion, exclusion, access to local education (if anyone shifts back), and language-based definitions of Goanity --FN
Issues raised by Konkani Bhasha Mandal (Devanagari supporting) to political parties in the runup to Elections 2022 * Official Language Act should not be touched in any way. It was brought about after much discussion, and there's no need to change it. What is Government Official Language Dept to be implemented fully and well. * The Goa Budget and Demands (in Assemlby) should be in Konkani. * Committees set up for official langauges should be implemented. * Government plans, road names should be in Konkani. * IAS-IPS officials and Goa government should be given training in Konkani. Work for training them in Konkani has stopped for many years, despite the officials wanting to learn Konkani. * In education, Konkani should not be neglected. * Konkani medium schools applied for should be given permission. Some are not being allowed to be set up as Marathi schools are in the neighbourhood. * Staffing pattern of the primary schools -- 1-20 students, 1 teacher; 20+ students 2 teachers; 45 students 3 teachers; 60 upto 120 students 4 teachers. Current staffingpattern is causing problems. * Government should give KBM permission to start primary schools in all talukas, and also space for the same. Space is important. * New Education Policy, under this elementary education should be in Konkani. Not just primary, but even pre-primary education should be in Konkani. * In education and other departments, the knowledge of Konkani is important. In some colleges and non-government institutions, the knowledge of Konkani is not being enforced, we are told. * NCERT books need to be translated into Konkani. We are using 1980 books and the children's tastes have changed. * Upto Std XII, the Konkani language should be made compulsory. At least as one subject. * Language and culture: Konkani literature should be translated into other languages. A translation centre needs to be set up. * For Konkani research a centre is needed. * Konkani veteran writers should be given financial aid in their old age. * All laws implemented in Goa need to be translated into Konkani. * Doordarshan and AIR need all-time Konkani programmes. Konkani folk, theatre, literature need special government plans. * Central plans: With Konkani in the Eight Schedule of the Constitution, many doors and plans opened to Konkani.But the benefits of these programmes is not yet received by Goa and people here. The State and Central government need to coordinate over this. * National Translation Mission and Central Institute for Indian Languages should have their Konkani branches in Goa. * We need a corpora of Konkani words, for Google or the Web, to make auto-correct work. The Central Institute of Indian Languages if set up here would help. This work has been delayed for many years. * The Centre organisations should have their names in EIghth Schedule languages. Where festivals are held -- like IFFI -- the Eight Schedule languages should also be held. Magazines and books of the Centre should also be in Konkani, besides Hindi and English. * The National Book Trust has not yet got a national Konkani editor, the work is being looked after by a Marathi editor. * Goa Official Language Dept giving grants should not be the first to face budget cuts. * Pattern of assistance should be changed. Arts & Culture-style grants to Ravindra Bhavans should be implemented here. * Konkani and Goa days should be celebrated in Goa. Like the agitations. Jan 16 (Asmitai Day). Feb 4 (Rajbhas Day).
