What Goa needs is a "second" airport and not merely a "new" airport (i.e. one which would replace Dabolim). The former would have to be right-sized in relation to Dabolim which, in turn, would be upgraded as per long standing promises.The second airport would be initially for domestic purposes only, with routes which do not overlap with Dabolim's and where the flights would be point-to-point, not hub-and-spoke. Charter flights would largely continue at Dabolim until some capacity constraint was reached when the excess flights (or those specifically aimed at North Goa) could be diverted to the other one. This second airport would have provision for expansion (e.g. space for two runways). Zoning would be enforced strictly to ensure that potential obstructions to the flight path do not materialise in the course of time.
