Bypass at Dandeavado The Govt acquired residential land at Rs13 m2 and construction at Rs 800 a pittance even then The land 30m2 was specifically acquired in 1988 for two lanes. which have been completed and there was no proposal for flyover on this stretch. Now the proposal is for 4 lanes in 30 m against minimum of 45m requirement . Why was it not acquired for 4 lanes then as per the norm? Why land is frozen for development upto 45 m on either side on this stretch* Fearing further expansion the residents have been suggesting a by pass for a stretch of 2.5 Km at the estimated costs of 50 crores approx for the last 10 years continuously .The said bypass covers fallow tenanted fields and no habitats are affected. Most of the stretch of NH66 is passing through fertile fields not only at Chinchinim. The Minister asking for written no objections from tenants is a joke. Govt has power to acquire expeditiously too and compensation for the fields is 8 times less than residential areas. Has he taken no objections from residential owners to push the stretch afresh?Besides bypass offers scope for future expansion.Continuing adamantly over crowded stretch has to provide a flyover at a cost of 350 Crores. Then it has to acquire more scarce land leading to more demolitions.The electric lines and high tension lines besides 2 transformers are to be considered and cannot pass over residential houses .Water and telephones underground pipes have to be shifted.The large no of trees have to be cut and it is an avoidable environmental disaster. THE two major junctions at Dandeavaddo and at St sebastian Chapel can pose technical problems and costs.But still the Govt is hell bent on flyover at 7 times the cost of a bypass.The flyover of 6 lanes of 25 m within 30m will leave a gap of just 2 5 m on either side of existing structures posing safety danger and pollution of sound, moke etc Why we may ask the Govt is pushing this route reckessly against reasoableness?.The route as per existing lines was prepared since 2017.but even on constant inquiry it was denied till 2022 that it is not finalised.Late Mr Parikar flagged 3 alternatives to bypass and expressed that centre cannot dictate to the Govt against the disadvantage to the residents.A HOUSE committe was appointed for the by pass.Official survey was conducted but it has never been incorporated into the plan.At the request of Mr Faleirio it is clarified that Govt of Goa has never forwarded any diversion for consideration, while all the time the NHA and PWD has been attributing the route to the centre to escape responsibility. At the meeting with MLA the PWD EE assured of no further acquisition but now bent upon acquiring more land in crowded residential areas It appears to be a scam to construct the flyover at high costs over 2.5 km bypass at much lower cost effective and advantageous in all respects.It is abundantly clear that the past local Minister has never seriously pressed for the pass but on the contrary took the residents on a wild tour without any concrete steps to incorporate and make a sound case for the bypass Nelson Lopes Chinchinim https://lopesnelsonnat.wordpress.com
