AIFF issued the notice inviting tenders *N I T no. 2022/22*(enclosed) from
the* eligible contractors* of appropriate class of the vendor for the Live
broadcast of I-League matches (production and broadcasting) on *27.10.22*
with last date for submission of application on *01.11.22.*
*The value of the work was not mentioned. *
*The rate to be quoted should be inclusive of GST & all other taxes*,
Levies as per NIT.
*Validity* of the tender offer was for a period of *5 days.*
*The last date of submission of tender was not mentioned. *
*The date of opening of the tender was not mentioned. *
*The cost of the tender documents was not mentioned. *
The details of the *Earnest Money Deposit and the Security Deposit* were
not mentioned.

But, the *Agreement was concluded(enclosed the agreement) on 10.11.22* with
Kaleidoscope Productions & Services LLP, Kolkata ( Renamed as KPS Studios).
The amount of Remuneration to be paid was *Rs 7.98 Cr net of VAT*, and the
term of providing services under this agreement shall be from* 07.11.22
till 01.05.23. *
This company is classified as a Land Transport : *Transport via pipelines.
With activities of Development Redevelopment of Buildings, Buying and
Selling, Construction Activities(enclosed)* . The *annual turnover of this
company as on 31.03.2021 is Rs 3.20 Cr*(enclosed)

AIFF *spent Rs 1,93,73,198*/(shared by FSDL, AIFF & I-league clubs) for
I-League matches production & Broadcasting for *2021-22*,conducted at
single venue due to Covid Regulations.The *total expenses of production
incurred Rs 2.35 Cr* in 2021-22 for all the events, tournaments.
*Where as the total production & Broadcasting expenses for 2022-23 was Rs.
13,27,55,050/.*
*AIFF incurred production(home and away) cost of Rs 51.00 lakhs only in the
year 2018-19. *
And, in the *year 2019-20(home & away) for 87 matches the total production
cost was Rs 1.85 Cr*, out of which *each I-league club burden was around
Rs. 4.00 lakhs, AIFF burden was around Rs 50.00 lakhs only. *
The burden on each I-league club in 2022 - 23 was *Rs 17.00 lakhs. *
Similarly, huge burden on each IWL matches also from less than Rs 50,000/-
jumped to Rs 2.50 lakhs.

*Agreement concluded for I-League for Rs 7,98,47,600/ inclusive all levies
for the year 2022-23. *
*AIFF Committed to pay Rs 12,06,01,568/ to the above company as per the
various agreements. *
*AIFF PAID Already Rs 9,42,20,168/ ( 7,98,47,600 + 1,43,72,568). Again, by
paying GST 18% extra, Violated the NIT and the signed agreement
conditions. *

*The improper and unfair decisions taken by The President, Vice President,
The Treasurer & The General Secretary would spoil the bright future of the
I-League clubs in India.* The Clubs are the main back bone of the Indian
Football Prospects.

*The norms of The TENDERING & PROCUREMENT were Totally Violated. *
The Guidelines of The Central Vigilance Commission were also(enclosed)
Violated.
The Non Disclosure of Mr. Shaji's Salary was the biggest blunder along with
the Withdrawal of AFC Hosting Bid Rights. *Both the decisions were not
transparent.*
The present management has totally forgotten the present proceedings in the
Honorable Supreme Court.
All the irregularities should be investigated by *CBI, CVC, along with the
Forensic Audit. *
The Legal Department of AIFF was totally* inefficient with insufficient
knowledge and information. *

*My humble request to all the Ex Co members and Stakeholders (State
Associations) to take Stubborn Action immediately to safeguard the AIFF and
its Financial Reserves. *
