Hi All,
The Political situation is getting murkier day by day. The Ministers
drunk with power, and the bureaucrats likewise.I get ashamed to see citizens
crawling and tolerating their nonsense! I am sending my RTI reply(see below,
self explanatory) to The Mamlatdar, and Ive sent copies to The CEO and
Collector North Goa.
When I went to the Mapusa office to submit my letter at 0945 hrs, the inward
clerk had not yet arrived.There were few people and someone else was receiving
inward mail. She said sorry, wait for concerned absent clerk. I asked what time
are staff to be in their seats.She said 0930. So I went to The Mamlatdar who
appeared annoyed. I told him I had an appointment at 10AM, and no one is
receiving my letter. He asked the peon to take me to the Talati. Said
individulal also not there. So I went back to him.He said I cannot walk in. I
politely said I have an appointment and these are office hours.He shouted for
someone else and finally they did me a favour and accepted the letter!

Your reply was received by me
evening of 30/8/07, last day/moment of the deadline of 30 days set by the RTI
Act. This maximum delay tactic is not appreciated. Why are verbal complaints,
and even those made in writing ignored / answered vaguely and most unhelpfully.
The days of accountability are here. Even our Prime Minister has encouraged the
public to make the maximum use of the RTI, and our CM has assured the Aam Admi
of due importance.
Your Para one- Application DT 13/3/05
not received by your office? End of story?! I have specifically asked, inter
alia, (refer my letter 24/5/07), the fol: a) Has this letter been sent to the
Mamlatdar with Presiding Officers comments. (I have provided proof) .b) Where
is the letter in question now? c) Why has no acknowledgement been sent to me
to date? You have to investigate. Further what about my observation that the
number on the ballot paper and counterfoil are the same. Also the serial number
of the electoral rolls is noted in ink on the counterfoil, all this has been
completely ignored!
Your Para 2- Not understood. What date
was fixed? Why two months not enough time to inform me of rejection of form 6.
The CEO has not informed me of what technical reason, which is mandatory for
rejection as per rules. Why no seal of AERO etc???
Your Para 4- You cannot get away saying
higher authority, some other authority is concerned. The Act specifically
states that you are to forward my submission to the concerned authorities, and
inform me, that too within 5 days, is it not?!!
In fact I was involved in formulation of the RTI Act, and we have
specifically put in this provision, because the government works in
compartments and sub compartments, so no one can be held be responsible and the
citizen gets tired of wasting his time, money, and taking much trouble in
vain.
Your Para 5- Is obviously wrong because
thousands of names were not on the electoral rolls. I even attended the
Gramsabha on 26/1/07 and reported to the Sarpanch that my name was missing from
the rolls. I have signed the attendance register! The newspapers and even
Manohar Parrikar provided proofs of unclean electoral rolls! In my own Colony I
can show you many names excluded! They are disgusted to follow up. Agitations
and Terrorism are the result of attitudes as exhibited in your replies.
So you do not get the impression that you can get
away with another 30 days delay, I am replying immediately. Your abovementioned
reply is very cursory, incomplete and not acceptable. My application to The
First Appellate Authority is attached for your information.

FRANCHISE DENIED
I had submitted an Application under RTI to the PIO on 24/5/07 vide attached
Enclosure One with Appendix A (Form 6 receipt), and Appendix B (regarding
Secrecy of Ballot), which are self explanatory.
2. Since I did not receive any reply after waiting one month, I sent another
letter dated
26/6/07. (See Enclosure Two). Refer para 2c). Why provision for payment of
fees not done vide application 24/5/07, through no fault of my own, was not
demanded from me
subsequently, rather than conveniently using it as excuse? (Reply of PIO
dated 25/7/07,para a) at Enclosure Three is relevant).
3. I am not satisfied by the PIOs reply as explained in my letter dated
31/7/07, Enclosure Four.
4. I trust you will agree that denying franchise is a gross injustice. We
must work together to improve the System/ Administration, so this sort of thing
does not happen again, so the Aam Admi gets Justice and good Service? I
therefore pray that my letters under RTI may please be taken very seriously. I
have asked specific questions and I require point-by-point specific answers to
points raised and action taken. Your attention is drawn to my conclusion under
para 4 of my letter at Enclosure Four.
