When I said the argument was topsy turvy I was referring to Dr Joe D'Souza's sequence of posing the problem at the end of his article and giving his conclusion at the beginning. You seem to have misunderstood it as a refernce to Parrikar's argument. Sorry about that.
RESPONSE: I am well aware of what you meant; I am also well aware of my deliberate response, that Dr. Joe was talking through his hat.
