Not a good stand, firstly the Govt. should check how these foreigners have 
overstayed for so long, there must be some links in the immigration dept, 
some officers who could be involved in the racket,
be it land deals ,passport frauds, illegal immigrants and many more such 
cases it just can't be one sided affair , some officials from such 
Ministries in Goa should be involved.

GOA GOVERNMENT SHOULD GET TO THE ROOT CAUSE OF THIS PROBLEM AND DEAL WITH IT 
FIRST. FIND OUT THE CULPRITS IN THE IMMIGRATION DEPARTMENT, IS THE 
IMMIGRATION/PASSPORT/ DEPARTMENT IN GOA NOT COMPUTERISED THAT YOU CAN 
AUTOMATE VISA APPLICATIONS AND COME TO KNOW THE STATUS OF EACH 
APPLICANT/FOREIGNER? PLENTY OF SOFTWARES IN THE WORLD TODAY

I think Goa Govt should walk on this lightly and think million times before 
announcing this.
