Comment:

Jason, it was the report of the Forensic dept of the Govt. of Gujarat, a 
government body. I also recollect reading in the report that-
1.the persons who died in the compartment were mainly women and children.
2.They were burnt from waist downwards, which suggests that the fire emanated 
from within the compartment.
3.the list of those who died did not tally with the railway manifest even 
though it was a reserved compartment.
4.Those whose names were contained in the manifest were found travelling in 
other compartments.

The Nanavati / Shah commission which was appointed to inquire into the incident 
is yet to complete the inquiry even after 5 years. This is a classic case of 
procrastination where governments appoint Inquiry commissions to take the heat 
off and then these commissions go on forever so that the guilty can go 
scotfree.eg:Liberhan Commission which is inquiring into the Babri Commission 
and is yet to submit its report even after 15 years or the Mishra Commission 
which looked into the killings of Sikhs in 1984 took an inordinately long time 
to submit its report.

Unfortunately, the U C Banerjee which inquired into the incident and completed 
its job within the time frame became a political football because the timing of 
its release coincided with that of the elections in Bihar, where the Railway 
Minister was interested.
