Dears, The Vainguinim beach in Taleigao is a peculiar case. It was a village panchayat area that was made a part of the City of Panaji under the Panaji Municipal Council [PMC] during the first phase of the Parrikar regime with Mayem MLA Prakash Phadte as the TCP Minister. The classification of the area changed from CRZ-III [Rural] to CRZ-II [Urban] almost overnight.
In 2002 elections, the much demonised "Sultan of Taleigao" promised his electorate that he would make Taleigao a Village again. he won the elections, made a deal with Parrikar, became the TCP Minister and made Taleigao a Village Panchayat inspite of Parrikar making the PMC into a bogus Corporation vide an Act of 2003 that is still under dispute. Since 2003, the Parrikar, Rane and now the Digu-bab led Governments conveniently forgot to inform the GCZMA and NCZMA that Taleigao is a village once more and so is Vainguinim beach. Four years is not such a long time ... or is it? Somewhere in 2000, the Central Government notified that the mouth of the Zuari is MPT jurisdiction. MPT advertised that in October, 2007, and the Goa Govt. took offence to it ...because it not only includes the Cidade de Goa area but also the Aldeia de Goa area and the all-important Jesus Nazareth chapel area in Siridao.. The Fomento group will come a cropper .... and this may foment trouble for the Goa Government of Digu-bab. The Monserrate pair playing hell with the Cidade de Goa sewage pipes allegedly discharging untreated sewerage into the Zuari river and Arabian Sea was bad enaough. The Vaiguinim Valley residents wanting access to the Vainguinim beach that Cidade de Goa treats like its "Mokaso" since the days of Somnath Zuarkar as the humble "Sir Punch" of Taleigao is worse. The Cidade people thought he was god of the Zuari spirits [Soma] till Babush Monserrate showed him the door and kicked his butt out ..quite permanently. Today, Babush has rightly become the "Ganv'cho Rakhandar" [never a Dev as per Goan tradition, but always a Dev'char !!] and Zuarkar has become taddi-par. Will the City folks worship the village god? Or will the "naked one" of the Devas protect them from all the Dev'chars?? It is time for the people residing in Goa to rally round the truth. Today the Truth is on the side of Babush and Jenifer Monserrate .... and the Taleigao Village Panchayat ..... in Vainguinim Beach, Taleigao V.P.. The "linear wall" built horizontally as a "jetty" instead of vertically as a compound wall is for Architect Dean D'Cruz [Chairman of Insititute of Architects-Goa Chapter and also a member of the Goa Bachao Abhiyan] and Adv. Ryan Menezes to decide. The Cidade folks seem to be taking the joke of a woman and a piano all the way across the wall .... when it is not upright, it is Grand. Jetty, any body? A visit to the coral islands of Pequeno and Grande awaits you! Some of our politicians would love to take off there. Why are thses pesky guys from Vainguinim asking inconvenient questions? While the petitioners, the residents of Vaiguinim valley, allege that it is a PCC structure on the beach, the respondents Formento Resorts & Hotels (Cidade de Goa) claim that it is not a structure but a linear wall. The two would have to inspect the site on or before November 27. It may be recalled that appalled by the illegalities committed by Formento Resorts & Hotels and angry with the lackadaisical attitude and inaction of various government agencies to prevent such illegalities, the residents of Vaiguinim valley had approached the High Court. According to the petitioners, the entire beach is occupied by deck beds, beach umbrellas and barbeque platforms. Moreover, Formento Resorts (Cidade de Goa) have erected a private jetty right into the Zuari river for the purpose of water sports activities; a shed right upto the beach through which Formento Resorts operate water sports activities and another shed erected upon rocks a few metres away from River Zuari, wherein a generator plant and equipment is installed. The petitioner also informed the Court that some locations on the beach are utilized for the purpose of dumping of garbage, to release sewage into river Zuari, besides constructing a PCC structure tank etc 10 to 15 mts away from the sandy portion of the beach, private chambers in public nallah and setting up swewage treatment plant very close to residential buildings in Machados Cover and across the public nallah. -- -.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.-.
